HATF Work Programme 2025

Informed by feedback received at the 18/11/24 Board Meeting & Wider Forum, the following key areas of focus for the forum are proposed for 2025.

Key focus areas of the Forum in 2025

  1. Actively input into the planning for Heathrow’s next business plan (H8 – 2027-2032) and ensuring the forum is on the front foot to engage with any new proposals to support additional growth, including a third runway, at the airport.  This workstream will also include plans for developing a new Surface Access Strategy for 2026.
  2. Tackling Nuisance Parking – continuing work of Parking Special Interest Group in coordinating actions to tackle nuisance parking, and explore wider use of parking policy in achieving Surface Access Targets (particularly in light of new colleague parking strategy).
  3. Continue to convene a Bus Special Interest Group, developing the existing draft Bus Service Improvement Plan (BSIP) into a full plan by end 2025.

Proposed Meeting Agenda Items

With the reconfirmation of government support for a third runway provided in January 2025, and Heathrow Airport Limited’s (HAL) commitment to provide further detail on how this could be delivered during 2025, the below programme is subject to change.  It is anticipated that further information on the surface access implications of HAL’s emerging proposals to government will be provided to the June board.  The forum will also seek to engage with Government on the review of the Airport National Policy Statement, with a further discussion on this currently scheduled as part of the September board (TBC).
