HATF Work Programme 2024

Key focus areas of the Forum in 2024

  1. Actively encourage, support and monitor the development a Heathrow focused Bus Service Improvement Plan (BSIP), jointly endorsed by surrounding Local Authorities (by Nov 2024)
  2. Work to reduce nuisance parking impacting on airport communities through continuing support of the Parking Special Interest Group.  Report progress at board and provide a final report in September 2024
  3. Help build consensus and momentum around enhanced-rail access to the airport:
    • Forum review of the case for western rail access to Heathrow at board (June 2024)
    • Complete partnership work around consensus building for Southern Rail Access with Heathrow and Heathrow Strategic Planning Group (HSPG). Publish Arup report (Jan 2024), hold private briefing with DfT (March 2024). Seek to publish joint statement of support for a preferred scheme (September 2024)
  4. Continue work to define a suite of metrics for monitoring of surface access into a HATF dashboard, incorporating the following (complete June 2024):
    • Modal splits amongst passengers and airport workers
    • Consumer attitudes
    • Environmental measures including carbon and air quality
    • Freight movements
    • Benchmarking information (where available)
  5. Undertake a study into out-of-London travel demand with a view to:
    • Understanding in detail current mode splits from outside of London when accessing the airport, segmented by passengers and workersExplore options for opportunities to deliver modal shift to sustainable transport modesConsider opportunities for the wider role of the airport as an integrated transport hub for the sub-regionDevelop a prioritised action plan for delivering consideration as part of the next update the Surface Access Strategy and Local Authority Local Transport Plans
Presentation at wider forum, November 2024.
  6. Proactively seek to shape and keep abreast of future developments that will impact on surface access, specifically:
    • Business Planning for the next regulatory period (H8) and how the CAA will seek to assess the adequacy of the next business plan and
    • proposed renewed work on long term growth projects, both terminal renewal and enhancement and prospective third runway work

Review progress at September and November board & wider Forum as appropriate.
