Welcome and Introductions
The Chair provided opening remarks and welcomed new guests
Noted that TS will be stepping down from the board and will be replaced by Kathy Slack of Enterprise M3.
Review of Actions
Actions arising from the previous meeting were noted and agreed.
1. Southern Rail
Discussions were held around the Southern Rail to Heathrow link, with representatives from HAL and DfT providing input.
It was agreed that:
HATF Members are strongly in favour of the concept and while supportive of the DfT’s Strategic Objectives for a Southern Rail Access scheme, are frustrated by the lack of progress in developing and designing a preferred option. HATF agreed that the Chair should take steps to pressure Government for much faster progress.
The consensus was that there is a need for HAL and the Government to outline their clear commitment in the delivery of Southern Rail. Members doubted that the NPS targets for modal shift at Heathrow could be met without this high capacity rail scheme.
2. Western Rail
Discussions were held around the ‘Western Rail’ to Heathrow link.
It was agreed that:
Western Rail enjoys enormous support from transport stakeholders, workforce and local Government. HATF should encourage the DfT, Network Rail and HAL to press forwards to bring the scheme to fruition. It was also thought unlikely that NPS targets for modal shift at Heathrow could be met without this high capacity rail scheme. The Chair was encouraged to express HATF support for this scheme to the DfT, and to meet with the CAA to discuss it.
3. Piccadilly Line Update
A representative from TfL provided a verbal update on the Piccadilly Line upgrade.
It was agreed that:
All stakeholders need to demonstrate support for the upgrade to Government.
4. High Speed 2 Discussion
A verbal update was provided on HS2 programme.
It was agreed that:
HATF Members strongly supported HS2 in principle – given that combined with Crossrail it provides better access to Heathrow for the Midlands and the North. It was agreed that the Chair should write to the Oakervee review. Stress should also be placed on the importance of designing the interchange for air passengers – especially with provision for the safe movement of luggage.
5. Sensitivity Testing
JC explained the future programme of a high-level sensitivity testing around high capacity rail programme
6. HATF Wider Forum Event
The Chair outlined the programme for the forthcoming wider forum event.
7. Modelling Special Interest Group
Update on modelling special interest group provided by Chair. • Session to be held with HAL & TfL in coming weeks
