Description
- Welcome, introductions and overview of HATF
Welcome address provided by Chair. - HATF Terms of Reference
All board members collectively reviewed the Terms of Reference
Confirmed resource: Damilola Dada- HATF Secretariat
It was agreed that HATF had a legally required and defined role under the NPS and that its work programme would be focussing on major strategic issues in surface transport access. This would differentiate it from groups discussing more detailed local concerns – these would anyway be taken note of in HATF’s considerations.
Board noted current iteration of Terms of Reference does not set out position of HATF as watchdog. Action raised to update Terms of Reference to reflect this role.
Board provisionally signed of Terms of Reference and to be updated to reflect changes discussed. - Wider HATF Forum Membership
Board members were provided with the proposed membership to review. - Heathrow Expansion and Surface Access
Jo Walker (Head of Surface Access Strategy- HAL) provided a high overview on Heathrow Surface Access Strategy
Potential risk raised surrounding all ‘pull’ measures are dependent upon external stakeholders and ‘push’ measures all within HAL control - Surface Access Programme Timeline & Provisional HATF WorkProgramme
The Chair presented her proposals for the provisional HATF Work Programme. This would focus on major strategic issues – issues of conflict and check underlying data and modelling. - HATF Wider Forum Launch Event
It was agreed that a full day event be held on 2nd October 2019 Location to be Heathrow Academy. - LookAhead – Next HATF Board Meeting
Provisional date: 19th September 2019
